Mr. Milliron’s suit against the Department of Defense is similar to this suit against Dr. Antonakakis, in that it is seeking information to support Mr. Milliron’s unsubstantiated assumption that various groups are conspiring against his preferred political candidate and withholding evidence of that conspiracy.
